||Development Services - Planning Division
||Employees in this position exercise considerable latitude of judgement in the application of daily routines, and the analysis and co-ordination of development proposals and interpretation of applicable land use legislation, bylaws, policies and procedures. They perform a variety of complex tasks related to land use and development issues. Employees in this position: provide advice, assistance and technical information pertaining to applicable land use regulations; preview and process various types of land use applications; prepare related reports and recommendations for advisory bodies and Council; request evaluations from various external agencies for development projects; perform necessary record keeping and data entry duties; review, prepare and process Development and Variance permits, assist to coordinate, delegate and follow up the work of others; and assist supervisor in training staff.
||Process and analyze land use proposals in terms of their conformance to the Official Community Plan, bylaw requirements, local government objectives, and related provincial legislation.
Prepare reports recommending acceptance, modification or rejection of proposals, and recommend appropriate terms and conditions for acceptable proposals.
Review, prepare, process and submit for approval various applications including Development Permits, Development Variance Permits, liquor licence proposals, Agricultural Land Reserve referrals, and re-zoning and subdivision applications.
Assist in preparation of general planning studies.
Review restrictive covenants, easements, statutory right-of-ways and instrument releases for form and content, and co-ordinate for approval and registration.
Prepare maps, charts, graphs and other material for presentations at meetings such as public hearings and public information meetings.
Provide technical information, advice and assistance to other departments, developers, design professionals, government agencies and the public in a manner that is tactful, clear, concise and appropriate.
Perform considerable planning, review, research and follow-up of on-going projects.
Participate in preparation of new policies, procedures and bylaws relating to department operation.
Maintain an up to date level of knowledge regarding land use planning and development.
Prepare and maintain records, statistics, reports and correspondence, including word processing and data entry on to the municipal computer system, and respond to internal and external inquiries.
As requested by supervisor, delegate, co-ordinate, consult, and follow-up work of other employees, and assist in providing training.
As required, attend Council and/or various committee meetings.
||Bachelor's degree in Geography, Community Planning, or related field supplemented by urban/community planning courses or a diploma and/or certificate in planning plus related work experience.
||Thorough knowledge and understanding of provincial legislation and an understanding of municipal bylaws relating to land use.
Minimum of 3 years experience in a municipal planning environment, or recognized equivalent, or equivalent combination of education and experience.
Ability to establish and maintain effective working relationships with internal and external contacts and to communicate tactfully and effectively, both verbally and in writing.
Basic word processing and data entry skills.
Valid Class 5 B.C. Driver's Licence.
||The 2018 hourly rate is $39.37 plus a comprehensive benefit package. We also offer a 9-day fortnight schedule (extended hours for nine days and one day off every two weeks).
