Job Description: Overview

Surrey is one of Canada???s largest municipalities with thousands of kilometres of roads, sidewalks, paths, and bike lanes. The city has a significant capital program to enable safe and efficient mobility for people and goods throughout the transportation system. Set to become the most populous city in BC by 2041 the pressure on the transportation system will continue to grow and now requires a dedicated team to develop the annual capital and rehabilitation programs.

Scope

The Transportation Infrastructure Manager will lead a team of professionals within the Transportation Division of the Engineering Department. The role reports to the Manager, Transportation and is accountable for developing and implementing annual and 3 year plans for all transportation infrastructure improvement or rehabilitation projects (delivery is through the Design & Construction Division), associated budget, internal/external liaison and coordination, and transportation asset management, while providing customer focused service to residents, City Council, staff, businesses, stakeholders and other customers.
Duties: Responsibilities

??? Recruit, train and build a new Transportation Infrastructure team within the Transportation Division;
??? Develop and implement a comprehensive approach to monitoring transportation asset conditions, plan budget needs for optimal state of good repair program of maintenance/rehabilitation;
??? Lead the City???s short term (1 and 3 year) transportation infrastructure program by: prioritizing projects (data driven approach), preparing TOR???s, reviewing/approving designs and associated budgets, and jointly inspecting/approving final construction with the Construction Project Managers;
??? Transportation infrastructure projects will include walking, cycling, transit, and road improvement projects (new and upgrades); and pavement, structures and other transportation infrastructure maintenance/rehabilitation;
??? Local Area Service projects for transportation infrastructure;
??? Provide transportation design expertise for major city and regional projects, such as LRT;
??? Work with internal and external stakeholders, including external agencies, City Council and subject matter experts to ensure Surrey identifies and implements the highest priority projects with attention to details and best practices;
??? Ensure that all stakeholder needs are identified through regular consultation and effective communication;
??? Monitor and prepare submissions for all funding opportunities, including TransLink programs;
??? Develop and implement systems and technologies to monitor key performance indicators and report on performance targets;
??? Prepare reports, presentations, and respond to queries from Council, committees and the public in a timely and helpful manner;
??? Prepare information for social media and the website to inform the public about the transportation infrastructure program, including updates on projects;
??? Manage, control and monitor the overall transportation infrastructure budget and ensure the effective use of financial and other resources;
??? Co-manage/support infrastructure within Surrey road allowance, such as fibreoptics and, cell towers;
??? Ensure alignment with City of Surrey Engineering standards, policies, and infrastructure objectives, and the City???s overarching Sustainability Charter and Public Safety Strategy; and
??? Perform other job related duties.
Educational Requirements: Qualifications

??? Bachelor???s degree or technical diploma in Engineering or a related field, or a combination of related education and experience;
??? A minimum of 10 years??? related experience in road design, including progressive accountability with large-scale complex projects, preferably in a technical field;
??? Demonstrated project management skills in a complex environment;
??? Excellent knowledge of transportation planning and funding related to implementing new projects and initiatives;
??? Experience leading and managing a team of professionals;
??? Ability to work collaboratively with a diverse range of internal and external stakeholders both technical and non-technical;
??? Strong verbal and written communication skills, excellent skills in delivering presentations to internal and external audiences;
??? Exceptional interpersonal skills with the ability to reach mutually acceptable solutions while achieving consensus between groups; including strong negotiation skills as they pertain to contracts, multi-party agreements, and conflict resolution;
??? Proven experience and results in managing projects and teams under pressure; and
??? Commitment to leading and working in alignment with the City???s Values.
