Job Description: SCOPE
Reporting to the General Manager, Planning and Development Department, the Manager, Building Division/Chief Building Official (CBO) is responsible for the administration, direction and operation of the Building Division. This position has authority for the interpretation and enforcement of Council-adopted bylaws, and provisions of the British Columbia Building and Plumbing Codes through plan reviews, building, electrical, plumbing, and tree removal permits and field review services. The CBO is responsible to achieve the life safety and energy efficiency of developments by efficient review processes while directing and tracking complex projects through professional and responsive customer service.


RESPONSIBILITIES
???Provide leadership, resources and technical advice to internal City stakeholders to best advance the City???s methods and practices for the building construction of a metropolitan centre.
???Leadership over the Building Division including, recruitment, development and succession planning for Union and Exempt staff.
???Build, manage and navigate complex relationships with diverse and evolving external stakeholders including, the public, vendors, developers, etc.
???Champion change and responsible risk taking across projects to encourage innovation, flexibility and service solutions.
???Oversee and support decision-making and problem-solving to identify remedial actions to complications encountered in assessing code compliance.
???Oversee the City???s permitting and licensing processes, including inspection and enforcement functions.
???Oversee the preparation and implementation of tree removal processes including policy application, research, planning and resource allocation.
???Resolve complicated, political, technical, policy and customer disagreements to reach acceptable outcomes, decisions and processes.
???Stay current on new provincial and federal code/legislation, City objectives and policy required and make recommendations to policies and practices accordingly.
???Support and lead the implementation of evolving automation features for the relevant areas of service.
???Take a proactive role in providing recommendations to avoid City risk/liability exposure.
???Work collaboratively with senior management and finance on department budget planning and oversight and perform other related duties.

QUALIFICATIONS
???The successful candidate will have a Bachelor's degree in architecture or engineering from a recognized university.
???A senior building professional with a minimum of 10 years??? related experience and eligibility to register with the Engineers & Geoscientists of BC and/or the Architectural Institute of B.C.
???Thorough knowledge and experience administering the B.C. Building Code, Building Regulation Bylaws, Zoning Bylaws, Tree Protection Bylaw, preparing bylaw amendments, and implementing legal requirements as required.
???Strong knowledge and understanding of the principles, methods and practices of building construction within a dynamic municipal setting.
???Proven experience in leading complex projects through the building approval process
???Experience in permitting and licensing processes, including an understanding of municipal inspection and enforcement functions.
???Demonstrated leadership skills and experience managing staff in a unionized environment couple with excellent interpersonal and communication skills.
???Demonstrated proficiency in public relations and conflict resolution techniques.
???Ability to analyze and evaluate data to solve complex problems.
